The terms of reference for the PHEWP In-Shelter Fuelling Panel are outlined in Annex B to MAS (AIR) 335-PHE, 29 June 1987.
The primary tasks of the Panel are to:

- Establish general engineering guidelines to meet the operational requirements of NATO nations. The guidelines are to be flexible in order to accommodate special requirements of member nations, The guidelines are also to take into account existing and projected fuelling systems for in-shelter fuelling and are to take account of survivability and rapid repair considerations.
- Develop new STANAG's and/or Allied Publications which may be agreed as desirable in the light of technical developments or operational requirements for fuelling NATO tactical aircraft inside the protected aircraft shelter (PAS).
(PAS is an approved term used by NATO Infrastructure Committee and International Staff.)
