This Commercial Item Description covers the requirements for the Layer 3 Medium Weight Powerstretch Bib Overall. The powerstretch bib overall is intended to use by male and female military personnel of the Department of Defense as a multi-purpose lightweight insulation layer of the Extended Cold Weather Clothing System (ECWCS). Intended Use: The overalls are for wear by military personnel of the Department of Defense. They are intended for Special Operations Forces Personal Equipment Advance Requirements (SPEAR). They are used as an insulation layer of the Extended Cold Weather Clothing System in field, combat, and operations other than war.
