description abstract	Purpose. This instruction provides policy and procedural guidance for the identification, planning and sourcing of language, regional expertise, and culture (LREC) capabilities in support of the Department of Defense Strategic Plan for Language Skills, Regional Expertise, and Cultural Capabilities (reference a), national decision-making, and global military operations. This instruction is intended for use in conjunction with established policy, doctrine, and procedural processes and guidance (references b-j). Applicability. This instruction applies to the Joint Staff, Services, Combatant Commands (CCMDs), and Defense agencies responsive to the Chairman for joint operation planning and execution. Other addressees are for information only. .
