COORDINATION OF OVERSEAS FORCE STRUCTURE CHANGES AND HOST-NATION NOTIFICATION

Abstract: Purpose. To define the process to obtain SecDef approval of an Overseas Force Structure Change (OFSC) and to affect a timely host-nation notification (HNN) of approved OFSCs and other actions with national-level policy significance, prior to public release of information.
Applicability. This instruction applies to the Joint Staff, Combatant Commands, and Services. In addition, it provides guidance on the interface with the Office of the Under Secretary of Defense for Policy (OUSD(P)), Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD(AT&L)), Office of the Under Secretary of Defense Comptroller (OUSD(C)), Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)), Office of the Secretary of Defense (Cost Assessment and Program Evaluation (CAPE)), and Department of State/Bureau of Political-Military Affairs (PM) for the coordination of OFSC proposals and HNN requests.
